I don't understand why you have such a good graphics card yet one of the weakest CPU's you can get, that CPU needs upgrading ASAP as there's nothing you can really do about the issues you've mentioned.

Mine crashes quite abit (like when exiting scenarios) or just with general driving.
Also the fact you have to do quite abit for it to work on W7 in general does put people off it now.

A big issue now with MSTS is the age and the fact that with W7 it's alot more unstable (even though it runs smoother most of the time)

So randomly generated incidents? same scenario different every time? I don't know about that entirely but just imagine if it was. I imagine it is something set in scenario editor. No, Verifying cache won't remove anything unless you for example replaced the 170's default skins for ones with logo's on (entirely new reskins work fine though).
Only thing verifying might affect is AP's sound packs if you have any.
