Another thought - concerning the ballast. Absent colour photos or somehow retrieving a sample from Eaton (which would have been possible a few years ago but probably isn't now) the best I can suggest is that the extension to the Cleethorpes Coast Light Railway has been ballasted with furnace cinders...
