As best I can tell, this re-upload has the same route ID hex as the original upload.

It's a warning (simply telling you that your source file name is not the same as the provider name of the asset you have selected) rather than an error. It should be fine from what I can see there. Have you tried it in-game yet?

If the speed boards are linked to the track, they are called by the tracks.bin file and not from the scenery files.

However, since the ones you are replacing don't show on the HUD it sounds like they might not be track-linked, in which case they would count as scenery items.
