That's very strange Art.
I've just tried again, and left it refuelling. It carried on until it stopped at 900 gallons.
I hope you can overcome this, although, if you have reached Hitchin you have almost completed the activity anyway.

The activity ends at Hitchin, so you were not far out!
I put in 700 gallons of diesel - it took ages! I'm not sure how much I had left at the end.
In case you don't know, if you hold down T and press Ctrl - you can then release both keys and refuel "hands free".

Hi Richard From the Open Rails opening screen, select Add... Highlight the MEP "Train Simulator" folder and click OK. Rename to "MEP" and that's it.
