One question, Jim:
By I can see in the screenshot, the tracks have 3D sleepers. Does not that means lower fps in game?
From personal experience (and of many other users), I can assure you that tracks with 3D sleepers consumes resource intensive.

This afternoon I received an update from about 7 MB, and it is relating with the DB BR424.
I Still do not know what has been fixed.

Anyway, this Steam tool backs up only the files and folders that are game default or DLCs purchased in Steam store.
With this tool the third party addons are excluded.
Better make a backup manually.

I use FreeFileSync → http://sourceforge.net/projects/freefilesync/

The addons for TS2013 on that page are of very low quality.
We can clearly see that are models exported from MSTS.

Doing as Merlin75 says, yes, you could release it.
