I got this problem after I had installed some of the German steam locos - but even removing them didn't help, so I ended up having to reinstall TS. Aaargh! :cry:

The Windows 2000 disk should be bootable - go into the CMOS settings at startup and change the drive boot order so that CD-ROM is first. Then insert the Win2K CD, and restart the machine - it should boot from the CD-ROM.
