Look at the top of the main steam window left hand side you will see the steam menu click on that and the second option down will be 'Go Offline' click that you will get a pop-up that will ask if you want to restart steam in off-line mode click that and hey presto.

I can honestly say that I have never had a problem with my steam folder being in the programs folder, maybe I am the exception to the rule, as for installation of stuff I am always happy to allow installers to install where they like the only thing I alter sometimes is the drive letter to install to...
