Peteredw is right, there is no content in the .rwp file, if you look at the size of the .rwp file it's only 27 bytes, most scenarios are about 50 to 60k depending if they have scenery in them.
Yes, it will be updating RW to the latest version. Once finished, you never need to connect to the internet again, only for updates (which it is what its probably doing now. You should have version v97.6a when it's finished.
