The first thing to do is go to the official Rail Simulator site and download the Dev Tools (development tools) and the Dev Tools Documents. Read up the documents and you will be on your way.

Ah thanks for that info.
An invisible platform could be quite useful. Place a footpath alongside the railway line, and leading up to a station, then add people by placing an invisible platform underneath. Great Idea!
