Yep, it's a great temptation to reinstall MSTS, there are so many old pre-grouping steamers available, and more appearing almost daily.

I have found the freeware Halls in the UKTS library, they are for Rail Simulator, and the files are dated August 2011, so I don't know if they will work in TS2013.
The File IDs are:
27020 Astley Hall in BR Black.
27021 Dumbleton Hall in GWR Green.
27020 Kinlet Hall in GWR Green.
