I agree. The drivers guide (F3)is useless in this matter unless you are running your train real slow. Best way in my opinion is to use the 2d map (key 9) Hold down shift and click on the blue circle. I assume you mean how to save when running a scenario.
Just press F2

In the editor there is also a symbol for adding wagons to the route. Think it is next to the train symbol where u click to choose your train.

I dont know where you downloaded them from but you can try this link instead. http://www.railsimulator.com/downloads/rail-simulator-content#rollingstock Then after you have installed them you have to start a free mode scenario. Then go into edit mode and add the train to the world you wish to drive....

I solved it by changing the difficult settings. I started out to run the game in simple mode and didnt have any passengers on the platforms. Then i changed it to intermediate and the passengers was back.
Maybe this will work for others as well.
