Possibly KRS has a limit of one active driver per train - once the banker couples.
In TRS, you gained the extra power of a banking engine but had to loose the driver once they coupled. So not real control...

Personally I think having a large team building small sections is not the way to go; abilities, dedication and standards vary,it'll be difficult to manage, and quality and consistency will be difficult to deliver this way.
