There's plenty of diversionary routes to cope anyway. The Reading-Waterloo line, the B&H line. I reckon they'll electrify via Bristol Parkway first as the Bath route has more tunnels and viaducts, thus presenting a greater technical/engineering challenge.

The cost in electricity usage of a 421 is negligable. If SWT were that concerned about rising electricity costs, they'd surely be cutting back on all their electric services.

Extending platforms is expensive. What's the situation at Lymington Town though, does the platform physically need extending or is it a question of rehabilitating disused parts of the platform? The problem now is who will take over when the franchise is re-let. First can't operate it as that'll have competition issues with running FCC at the London end, TPE in the middle and ScotRail at the other end.
