Alanch, these ARE QD consists.
If you edit or create a QD consist with the 'in game' QD (Quick Drive) consist editor then the result is a new Quick Drive consist (Think about it!).

If you edit (or create) a QD consist using the 'in game' QD editor then the 'new' consist details are not stored as individual .bin files but are stored in 'ConsistTemplates.bin (in the Railworks/Content folder) along with all other QD consists created with the 'in game' QD editor. I don't think your problem is specifically related to workshop scenarios.
In Explorer, go to your 'contents' folder and delete:=
SDBCache.bin;
SDBCache.bin.MD5;
RVDBCache.bin;
RVDBCache.bin.MD5;
as Peter has suggested.
TS will rebuild your Scenario and Route Databases.
Then re-start TS.
Good Luck!
