Who cares how it fits in? Its far more efficient to run than any steam loco the Bluebell can roster. It'll get the line back to East Grinstead for less cash, and less time. Isn't that the priority? But who certifies them as competent? And £5000 might be nothing to a big leauge line like the W&L, but for smaller lines it will be a strain on the budget. And that 'Competent Person' will be legally liable... And even if someone will certify you, every railway that carries fare-paying public pass...

The only reason it is there is because the railway does not have enough locomotives available to cover all the work. They are currently 1 down on what is ideal at the moment. I'd advise you fit a limiter to the wickham if it's gonna be a garden cicruit, if it's anything like the W&L one it'll be able to do nearly 40mph (no exageration!!).
