Just to clear up some points made by mattvince... Tunnelling is always expensive, would require the tunnels to be rebuilt to modern standards - which would probably be impossible to do without ruining the 'heritage' site at Edge Hill. I don't see how linking the City Lines to the Northern Line would...

Just to add futher fuel to the arguement... 5.4 mile A74 conversion to the M6 in March 2000 the estimated cost was at £46 million. Current estimate now £146 million (3 times over origional estimate).
