I've got the same issue. Major stutters, especially on looped sounds that change pitch. This problem does not exist in 32bit. There's no difference in using headphones using the audio jack, or a pair of USB speakers.

Ignoring blowing off, injectors and other secondaries, water usage should equal steam usage...

I'm a bit confused. Do you mean the F5 hud still say 6200 gallons in the tender max?

As far as I seem to understand kuju's implementation of steam physics, the steam usage is proportional to cylinder size. I think you can change this parameter without affecting the tractive effort, afaik.

Hey just thinking out loud here, something where cylinder . puffs are dependant on regulator, reverser, and wheel/piston position should be fairly easily to script in lua, should you ever want to learn it :).
