Under the Options/Experimental tab, try setting 'Extend object maximum viewing distance to horizon' first, otherwise (if I understand the manual right right) the object draw distance will be the default MSTS 2,000m, so you will get the visible draw-in, regardless of other settings. EDIT - using the 'Initialise brakes' key combo, Shift+/ , releases the coach brakes, though this shouldn't be necessary. At least I can now get going, pending a better solution.

Well I have identified the nature of the problem, though not yet solved it, which will be the next step. Well, that was short lived!
I'm back to the 16mph top speed with 37001 and the 6 Mk1s. The edits had no effect. Whatever it was got the successful outcome, must have been unrelated, and I can't reproduce it - doh!
