Today i found out i was having the same problem. I never made much use of the package manager but today it didn't work as before (the update???).
What i did was running Railworks in offline mode and, tada, i could install something again.

Hope this will workout for those who have problems too.

The WIP 77 is looking good too but please get rid of the 'Dutch' buffers
No, please leave them in. Or even better, make a Dutch class 1500 separately for the Dutch RW community.
