Open Device Manager, Display adapters - how many are listed? If 2 disable the one that is not the GTX 1070.
What Nvidia driver are you using?
What are your settings in the Nvidia control panel?
Have you run dxdiag - any error messages?
Changed any settings in windows 7?

I've seen that in a few UK scenarios recently it seems to occur more around the time early morning light might change to full daylight (but not always).

In a couple of routes, I have seen a lineside indicator - a white cross on a blue background - named 'AWS Cancelling Indicator'. What does it actually do? The Great Western has a "thick fog" variant, NewC to Edinburgh a "Foggy" one.
These were the only 2 that I know of - but you could use TSTools to edit any JT scenario and in SET WEATHER check all the JT weather variants available.
