My thoughts: I think it likely, with Rick et. al. knowing how many railfans there are in the UK, that the fourth route will be in the UK. Rick mentioned in another thread, quote "...We pick routes that are somewhat unique and compelling in their own right..."
So my pick is the Kyle line - one of the world's most scenic rail journeys from Kyle of Lochalsh on the west coast of Scotland to Inverness on the east. (

It's 80 miles (long enough for a good route - 2 1/2 hrs - but short enough to model), crosses an entire country (well, sort of) - has wonderful mountain & sea views, 16 stations to stop at, 29 bridges to cross...historic locos (

Muir of Ord"???
What's more, if you ever get tired of driving the line, you can spend many more hours learning how to correctly say the station names on the line (like Achnashellach or Lochluichart)
Once you've mastered that, you can (thanks to WOR) perhaps continue north all the way up to Thurso & Wick, or South down to Perth:
